Freedom of contact is really part of freedom of association.
Therefore such a “Permit Raj” (as Indians used to call it) strikes at the foundations of a free society.
The United States (and Britain also) continues its movement further and further away from Common Law freedom of contract, towards statism.
The sort of statism that has blighted Latin America for centuries.
A free person does not need to fill in forms and beg for bits of paper from the state – not just to carry on an honest business.
