There is no cut in the top rate of income tax – there is just a promoise of a cut in April 2013 (a promise it will be politically impossible to honour – given the state the world will be in at that time).
All that is real is the tax changes that will occur THIS year.
For example, the cut in the rate of company taxation (a small cut – but welcome).
And the tax increases.
The increase in the tax on smoking.
The increase in the tax on fuel.
And the incease in property taxation – this alone is FIVE TIMES LARGER than the promised cut in the top rate in the top rate next year.
I repeat stuff about “next year” is meaningless anyway. A budget is about tax changes that are to happen THIS YEAR.
