Victorian Britain had (basically) free migration.
However, Victorian Britain was not a Welfare State (if you wanted government help – there was the Workhouse), and had no “anti discrimination” regulations either.
Also if someone proved to be disloyal – they could be kicked out.

I think the article is interesting, but it is really about the younger generation of libertarians, and it probably applies across that generation, and not to libertarians per se. They don’t seem to have a sense of patriotism. They’ve been deracinated somehow.
